Let me add that using crystalcpuid I can reduce the multipliers on the fly without problems (unless I use extremely low multipliers, but that's to be expected). So the capability is certainly present, just not robust for me through the BIOS/WinXP CnQ process.

So do we know why the Neo won't boot up with certain component configs? Mine boots up as long as I leave a PCI card out (A DSP card I suspect tips the balance for current draw on startup, but I don't know much about electronic and whatnot). One slight niggle - the supplied screws to hold the motherboard in place are not great. I found four that keyed nicely in the motherboard risers, but the other screws just kept turning inside the riser - whilst not a huge problem - the board is held nicely in place and the screws do come out again ...

First impressions: very plasticky build, poor structural stiffness (i.e. flexes a little when you press on it) and it isn't actually flat - doesn't rest perfectly on the desk.
