Ooops I forgot to mention that speedfan is purely used as a temperature monitor. I have not enabled it to control the fans (couldn't get it to work). As proof the ramping problems exist even when speedfan is not running.

Given this info any other ideas?

The fan in my HP NC6000 laptop ramps up dramatically as soon as the cpu usage starts to go above idle. You mean the 4-pin molex to 3x3-pin fan connector? Yes they're the ones. The yellow wire is 12V, the red wires are 5V (and the black ones are ground). So I take that as the 2 "L" connectors are 5v.
