I don't have a lot of samples to judge from, but I have a 2TB Green from 2012 that is totally silent, while the new 4TB Red from 2015 that I replaced it with is loud. I was most disappointed.

I assume that it will end up in the bottom of the case, with the heatsink facing up? That should be fine, as it will put the heatsink where it gets the most airflow.

I am using three of their 140mm fans. They are good at higher speeds, but the clicking at low speed makes them louder than many other fans I have used.

I have one. My experience is like the reviews: The fans stop at low load, and at full load it's still exceptionally quiet. It does produce a little coil whine - more of a buzzing really, but not audible once its inside a case.

Given that fanless heatsinks need (more) case airflow, fanless is pointless. I strongly disagree. I too would be interested to know how well it performs fanless. I've used all my CPU heatsinks fanless for a few years now, and it's always hard to work out which heatsink is going to work best, because there is no reliable data.

Old CRT monitors produced a tiny quantity of x-rays, and lightly scratching the glass would not make that any worse. Modern LCD monitors produce nothing more harmful than heat and light, so there's nothing to worry about

30mm. I would have used 20mm, but the availability was poor. Specifically, I couldn't find 20mm T-connectors (the parts used to join profiles in the middle).

I tried undervolting a 140mm "be quiet!" PWM fan and it didn't really work, because the speed it runs at 0% and 12V was already only slightly above its stall speed. I think Nickolai must have put in the wrong link. It was firmware version 0309 that fixed the "show-stopping" bug. They have actually had quite a few issues with the M4, of varying severity.

I have a SuperFlower Golden Silent Fanless in my fileserver. If I put my ear up next to it, I can hear a slight buzz, but it's quiet enough that even from 10cm away it's inaudible.
