It's a Cooler Master Hyper 212 without the fan.

Sounds like it's working exactly as it should.
The drive tray is spring loaded and it just pops a bit out when you press the button.
You have to close it yourself.

It's the same kind of drive that is used in most notebooks.

I have a Noctua NH-C12P on my e8500. It's fanless and the height is ~11cm from the mb tray to the top of the heatsink.
It's definitely enough to keep my cpu at reasonable temperatures.
It would work even better in your case if the psu fan is right next to it.
