even cooling 4 hd's can be done without a fan in the bottom. you're not going to run the hd's constantly defragging them or whatever. sure, they won't be 30C, but 45C is perfectly fine as well. the Q8200 is very easy to OC to 7x400 =2800MHz, stock cooler doesn't have to go over 60% which is pretty quiet. imagine with a proper cooler.

it's one of not the cheapest quads around, and going down atm.

You're willing to spend $300+ on a gfx-card that by default isn't future proof. Don't skimp on the psu, get one of the recommended list - perhaps the Corsair HX520 for a nice modular one, or any of the sub-600W models there.
