1.500v to hit 4.0Ghz must be a very bad chip.

People are hitting 4.6Ghz @ 1.450v - 1.490v on Air.

A lot of people are hitting 4.0Ghz @ 1.375v or under.

I wouldn't run at over 1.400v for 24/7.

RX360 or Feser 360 with 3000rpm fans is a no no. If you are going to be running your fans at 1800rpm+ go for the higher FPI ( Fins per inch ) rads. Water Cooling is far superior to Air Cooling. With Water you can put the Pump, Radiator and Fans where you like. DDC3.2 and MCP655 are 2 very quiet pumps. I would have to say no, replacing a 1200rpm fan with a 2000rpm it just wouldn't cut it at the higher loads. The adda fan speeds up to 1200rpm at about a 60% load @ 22 ambient on a workbench ( aka not in a case ).

The 3 Fans on the front of the Kandalf have a direct line of noise outside the case. If your planning on heavy OCing then water would be best, If no OCing aftermarket air coolers are great.
