Reason I never got the NeoHE, was casue of all the bad reviews, if I did get one, it would probably be dead on opening it.., I don't have it, never used it, but I think it's one of those products which really is unreliable..

Nice job, that CPU runs very cool, my X2 4600 idles at 28 degrees with stock cooler in my barebone.., nice fans and good job on the PSU mod, I have the same fan in it running at 1200RPM, I hate them molex power connectors on the nexus, are cut them off mine and soldered only the 3 pin connector on.....

You definently want to get a pci slot cooling fan, The video card and cpu heatsinks are incredibly close together with the fan right there, so it might be that you have reduced air flow because of the size and space of them right there.
