Like night and day. If you compare a Scythe Slipstream (800-1200 models) with your generic 92/80mm fan the latter would sound like turbines in comparison.

When I ran ATITool's artifact tester (both Accelero fans on), I noticed that my CPU temp went up 10 degrees to a whopping 52C. I always just use the beta drivers, never had a problem with them. Official drivers are pretty much just renamed beta drivers anyway.

If you don't mind the graphics, Vietcong (1, not 2) coop in hardcore mode is the best coop fun i had in years. Though not hundreds of enemies, not having a crosshair, health bar nor knowing how much ammo left made it an awesome experience.

I have a passively run Andy Samurai Master on my 2,5Ghz Northwood, keeps it at a comfy 32C. Put a silent (at 5v) fan on it and it'll be awesome.
Your Northwood probably runs a bit hotter (higher clock, HT) but getting it silent and cool should be easily doable. Presscot's however.. *shivers*

I will have to take back my claim of the Samsung 940nw being totally silent. After playing with brightness a bit, it seems it will give that annoying hum, especially at the 50% brightness mark.
