I've had a couple of those fans as well and frankly I didn't really notice much of a difference between them and nexus ones when undervolted but perhaps I'm just deaf and dumb. IMHO they were rather nice 'budget' picks.

Samsung 2494HS nice and quiet and no issues.
Benq G2400W the same as above nothing against it sound pollution wise.
Acer X233H before I got that one I often wondered what the fuss was about but as soon as I fired it up I understood. Terrible whine/buzz unless brightness is set to 100%.

APC ES 700va is quiet when not in use and the same can be said about Aiptek VI 2000va but that one has a fan and when it's powering the machines it sounds like a vacuum cleaner. That's a minor nuisance with the beeping cacophony though.

On a budget Sharkoon Rebel 12 could be an option but it would require quite a bit of work from your part to make it silent and frankly I'm not sure if it would be worth it.

The zerotherm cooler looks exactly the same as on powercolor pcs+ 4850 and that one was rather quiet. If they use a different fan controller profile you can always make your own with rivatuner. 4850 offers good bang for the buck but you know how it goes. "It could have been a bit faster still."

You have around 20mm to play around with and most knobs don't protrude that much. As an example the ones in a cheap cooltek were just 10mm. And now I feel extremely dirty. 8)

Arctic cooling freezer extreme is little over 20 euros in Germany but I don't know how expensive it is over there in Romania or if it is available at all. Otherwise it would fit the bill of a budget cooler.

I opted for the following myself: http://www.techpowerup.com/reviews/Powercolor/HD_4850_PCS/25.html As long as you're not running furmark the fan isn't spinning up too much but as usual "it could have been a bit faster with the same noise level" although that never changes when dealing with hardware.

I've used a cheap no thrills cooltek one which was roughly around 10 euros. Depending on the case you might want to get some 5.25" adapter if needed.
