I'm playing around with nearly the same setup. I run my server on a ASUS 690g, but same processor as you. PICO PSU 120W. Two of 3.5" SAMSUNG SATA disks, 500 and 750GB. One 3.5" HITATCHI IDE disk, 40GB. I can't go lower than 66W, measured with the same device you have, no matter what I do. Frustrati...

Do any software utilities exist for undervolting/overvolting motherboard chipsets and RAM post-boot (i.e. not relying on BIOS settings), similarly to what can be done with CPU Vcore?
