agree. I tried a WI Pico and can't power up the spin of a 2.5" hdd. That is the scream of a severely overtaxed Pico and/or (most likely OR) power brick. Also, I'd find a buddy with a multimeter and check voltages at the wall outlet. Since you say an additional device plugged in worsens the problem you may be at the limit of the circuit. I'm wondering whether the WI (wide-input) Pico's are more susceptible to these problems. As I understand it the 12V Pico's just pass the 12V through straight from the brick, whereas the WI's have to convert whatever voltage they get to 12V. That is a clear case of lack of amperage on either the 5v or 12v rail, or both. Probably the offender is the 12v rail.
