It doesn't make sense to divide the CFM (linear) by the sound measured in dB (log scale).

If you're in for an Ati card within the 4670 spec range, why not consider a passive version? For instance: Sapphire sells Ultimate versions (which do have passive cooling) of the 3850, 3870 and 4670.

I do use a Modu82+ 525W in my dead silent system,
with a (passive cooled) 3870 Sapphire graphics card and a Q9550 quad core clocked @ 3400 Ghz.
This PSU handles the power need easy, the fan hasn't been spin up from the default 490 rpm yet.
Highly recommended.

Possible, it is not described in the manual however.
Also it does not explain why the fan still runs full speed while getting only 9,5 V (it's a sharkoon 12V -> 9,5V mod cable)
