There is no such limitation as "2 cards per device" in Windows XP. We use dozens of quad-vga video cards (Matrox) at work without issues. So you should be able to use a third monitor is you get a Displayport to DVI, or HDMI-to-DVI adapter (if a max resolution of 1920x1200 is enough for that monitor)...

You will want to get the Noctua U12P SE2 instead, since you will need Socket 1156 support. IIRC the SE1366 doesn't have it.

Q9450 is listed as supported on the ASUS CPU support page as of BIOS 0210.

BIOS 0210 is release BIOS for that motherboard. No incompatibility there, if they argue otherwise they don't know what they're talking about, or something else is going on (which they didn't explain fully)

It shows the AC power draw of that motherboard + E7200 cpu. A 120W PicoPSU should be more than enough for your hardware.

Come to think of it, I do have a Thermalright HR-01X here!

I've had it for a year on single Irvindale 3.2Ghz Xeon (single core, HT, 110W TDP!). I have a Scythe Kama PWM on it, it's been working great, can't hear it over the many hard drives in the file server.

As shown here http://noctua.at/main.php?show=productv ... =19&lng=en, they do fit. The design is modified so air goes through both coolers, the airflow is bottom-to-top. Both coolers are rotated to make it possible. The model from that link is for Socket 771 Xeons.
