IMHO the motherboard is overkill.
The $110 GA-880GA-UD3H provides the same media connectivity and features for a tad bit less.

I'm sure a (much) cheaper quiet cooler can be used as well, since there doesn't appear to be any overclocking involved here.

Slipstreams sound nice, but sleeve bearings + a smaller than normal motor in a hot environment worry me a bit.

Would it be possible to add Gentle Typhoons as an upgrade from the default configuration?

Cougar is HEC. (But it's kinda confusing because HEC has its own Cougar series PSUs which are different from HEC's Cougar brand's PSUs)

Okay -- if I recall correctly, the only fan that had an issue with this was the GlobalWin NCB and it was only when it was blowing down... Scythe Gentle Typhoons

Gentle Typhoons have gotten really nice reviews, praising them for their good noise characteristics and static pressure.

Are there any plans to review them here at SPCR?
