600g isn't heavy.

After working on a lot of custom built PC's I can personally recommend all Scythe products. The Xigmatek 1283 is the one of the best from your list. Remember to do the free things first and have fun.

Start with the free stuff:

=> ASUS mainboards have had CPU fan control options for at least the last 8 years.

!OOPS!

I assumed from your post that the Big Shuriken would fit. Thanks to 'Gundy' we know that it doesn't. So use the 100mm size.

I still recomend "fan blowing upwards to the Power Supply fan opening and disable the noisy PS fan".

I won't tell you what to do. I will educate and recommend and help to clarify. Things to consider are that the Intel board is certified for the E3200 CPU and what are your return privileges, shipping costs and restocking fees.

Does "The memory was recommended when I bought this board on NewEgg" mean that the NewEgg sales rep recommended this parts combination? The correct recommendation would have not have been hearsay, but reliable technical research. If so then I would hope that they would correct their error.

Another problem I often see is a "fan fight" situation where the chassis fan and the PS fan are trying to suck air from the same place that the stock Intel CPU fan is trying for.

It is even possible for the PS to be completely starved for air by a very strong chassis fan.
