automatically switches from 12V to 4.3V after about 2 second delay. Not very clean, but seems to work fine.

Hmm, you're right, Scythe Suriken will fit with a PCIE card as will Prolimatech Samuel 17 and Thermalright AXP 140. I think AXP may have height issues?? I think you've set the bar pretty high for a holy grail / silent pc with 200W sustained usage; I think a modest 60W sustained power is a good target for a holy grail PC (acheivable with modern CPU/video card). I think those are the same hard drive.
the ZZF website 3.0 probably refers to 3.0 Gb/s and not SATA version 3 (they left out the units).
the newegg website says SATA II and 3.0 Gb/s.

this drive will not bottleneck SATA II 3.0 Gb/s as the max sequential read on mine is (only) about 240 MB/s

With lower power components designed for passive operation, adding even a single fan should be enough to ensure that your temps are low (enough).

Also, consider running the fans at a lower speed (maybe with just 5V) for more quiet operation.

The reported temps in speedfan are between 38-43C with "core" reporting typically between 30-32 C.

Thanks for your comments, here's what I ended up doing: I first tried removing the gigabyte logo (NB) and replacing the thermal tape (that comes stock on the board's NB/SB heatsinks) with good thermal paste. thermalright HR-05 looks like the best option, the discontinued Noctua NC-U6 looks to have inferior mounting and no other brands have anything comparable that i could find. I saw there's a "SLI" Thermalright HR-05 variant that joggles the fins so that a long video card can still fit over the chipset...

I have the MA785GM-US2H and have noticed the NB/SB chips get pretty warm when I attempt fanless operatio ~45-50C. I believe the only two options are to create circulation near the existing heat sinks or to replace the two heatsinks with bigger ones (I'm currently looking into the heatsink option).
