For reference, I just built a 24/7 server running WHS using the i3-530 (rest of the specs in my sig). It idles at 48 watts according to a Kill a Watt. FYI...the CPU you listed will not allow the use of "onboard" video. You will need a i3 or i5 Clarkdale series chip with that GA-H55M-USB3 to take advantage of integrated video, because the video is now on the chip, not the motherboard.
