Nope, when idle the 4770 doesn't make enough noise to be loudest part. But making cooling passive sounds interesting, are you sure it will fit Sapphire 4770? Or do you know will it fit/is good with some other ATI 150$~ GPU?
This is littebit OT, but I don't mind and I hope nobody gets annoyed...

Just tested by putting ear next to all fans. When I'm not playing any game GPU fan makes littlebit less noise than CPU or case fan.
Next question is, do I need better PSU when I have 2 GPU?

I don't know how you're using you computer, like if it's running at 70 - 100 % for most of the time or so, but in general I think it would be fine. My computer is 24/7 on, and I sleep in same room near my computer. Mostly I just browse net or play some not-so-heavy games like CoD MW2, sometimes Cry...

Thanks Mats for your answer. But if I buy NX-5000 will it work well with my big CPU heatsink? It isn't so cool and it will be very close the NX-5000 fan. I mean, if the PSU fan pushes hot air from PSU out, it will heat CPU and it's heatsink even more (in first picture). Or if the PSU fan pushes cool...

Right now, PSU is the loudest part of my computer and I want to fix it. The voice it makes is absolutely too loud. I asked this before (when I had Antec earthwatts 380W) and I was told to buy Noctua NF-R8 80mm and swap it to my PSU. I did, but it didn't change anything. I don't know how it is possib...
