I have never seen or heard of a motherboard with staggered spinup. It is mostly mid- to highend controllers that has that feature.

If you do not have staggered spinup the disks will all spinup at the same time drawing 140-160W.

I have 15 1,5Tb green drives and they alone draw 310W peak during spinup.

Avg must be wrong, it can't be below minimum . Perhaps you have switched the values for min and avg?

I reinstalled the PC, but that did not solve the problem. Then I tried to reinstall the Intel driver and this time only installing the driver itself, leaving out Intel's management software.
