I think tests on load noise are uninteresting, because load noise is easily reduced through fan control and undervolting and most of the time while playing games noise doesnt matter much anyway. About the buzzing noise...they all have it at lower brightness, some more,some less. But at 100% brightness there is no noise. Or find one with an external PSU. There seem to be none at 16:10, currently.

Could also be your mouse, some logitech and other mice emit constant buzz noise. Put a towel over it and see if it stops.
Might still be your PSU, most of them have this problem, especially the x-series.

And I bet the same is true for every super-quiet PSU maker. If it was so easy to fix, it would have been done already... and I would never have heard buzzing from any electronics. People fix it at home with plastic spray, so how hard can it be to properly attach the coil kernels to prevent vibratio...

The most important thing is brightness. I have measured my 22" LG Flatron and it uses 40W at 100% brightness and 17W at 0%. No other settings affect power consumption.
