I have an Msi n3150i ECO with this abdolutely miniscule heatsink. It's housed in a Jonsbo U1 case along with an SFX psu and old Samsung 3,5" HDD. The CPU can get to low 70s (Celsius) if I run Prison Architect and a web browser simultaneously. The only fan is in the PSU. I'd feel quite comfortable us...

Regarding fully passive cards... As long as the minimum fan speed of an actively cooled card is low enough, passive card seems rather pointless as they too do need some amount of airflow. I've got the same issue with the V450S. Contacted CM representative (with a video clip of the noise) and they said it's faulty and I should just take it back to the retailer. If the retailer thinks it's not faulty just tell you had a chat with CM about it.

If this are similar to what the GTX750Ti were, it shouldnt matter much, my 750Ti never went over 70C no matter the load, and usually it hang below 65C on long time gaming, i honestly never could hear the MSI GTX750Ti in my HTPC even with madvr and lav filters, even though it was underpowered for it...

What's the RPM like in quiet mode? If they run as low as like 500RPM, they're not going to make much of a sound. Could it be possible the pump is making some of that noise?
