My friend bought an Antec Solution case with 120mm fans and a 350watt Solution Power Supply. How quiet is this, any suggestions?

I have a MSI KT3 Ultra with an Award BIOS. I am trying to lower the voltage but unfortunately find that it only goes as low as 1.7v. :( Is there a way I can force it to lower the voltage, without physically modding my CPU?
