Probably not.

I'll go with the low power video card and remove
the extra fans.

Speedstep will only clock down to 1.1ghz, so
I will just manually set the speed and volts in the bios.

Speedstep is a pain to install for linux anyways.

Well the psu sucks, it dies at 480w that's why I had to pull it from the i5 2500k. It's 80% efficient at low draw. Once I have the video card I was going to put in the earthwatts psu. 100% nonconductive. Not for use between heat transfer.
It gets stronger with heat.

Defrag and heat

Well I can leave the system on (all drives on) and it will slowly over the period of a day , day 1/2 warm the room if all windows and door is closed. What I do is take the sink and place it on the bare metal. I thermal paste only the bare metal area. I don't cover the labels etc, no point unless it's bare metal.
