I ordered a LTD-165H from ebuyer and got a LTD-166S instead which is very quiet :) It comes with a white bezel though, but it does not look too difficult to remove, and I think a little vinyl paint can turn into any colour you like.

I would say P4 1.6a are an excellent choice for a HTPC- just make sure you get a 512KB L2 cache with 1.5v vcore as they generate less heat than the rest and make it easier to silence your PC.
