i think the best "bang for the buck" cards <$90 are the radeon 8500le/9100's. although they are not passively cooled, how hard is it to unplug the fan and rig an undervolted fan to blow at it? Hmm. I'd add Fortron FSP350-60PN to the list too. You seem to have lots of hot components there, and Fortron is an excellent choice for situations as this, as it really moves air compared to Nexus/Seasonic/Zalman (place PSU with 80 mm fan here). Seasonic has the Super Tornado, which has 120 mm fan also....
