How exactly did you think you could change the fan of your PSU *without* opening it?

Whining could be definately PSU.. but not specifically fan. Try shoving a pencil to stop the fan when the computer loads and see if it whines (to rule that out...)

What GFX card do you have?

It's a 120mm... so perhaps a Nexus/Papst? Dunno.. gotta make sure that the fan blows enough air for the PSU. Whats the amp rating on the stock fan?

My Viewsonic VP171b makes a high pitch tone when it is turned off! I have to disconnect it from the electricity if I want it to be silent. When it is turned on it is totally silent.

The importer said it can be easily fixed.

I just got me a bunch of Chinaflo's from SVC and yes, they do have differences noise wise, and I've changed the voltage with my sunbeam and seems that the even worse ones make a serious clicking noise.. fortunately, when in case u can barely hear the noise. Dunno, I'm no audiophile

For cutting out grills the easiest is using tins snips. Haven't used a nibbler but I guess it could work as well.
