I'm not sure if the right term is whine, but it does some noise at idle. I'd say it's white noise centered at low frecuencies, compared to a hum (tone at low freq) or to a whine (tone at high freq). You may be right. Changes with Clockgen are instant (i.e. from 10X to 5X) but CnQ has steps in the middle.
