You should be able to swap the fan, but as born2code pointed out, it would be ill-advised to do so. 1U PSUs are packed very, very tightly and a low flow 40mm fan will cause overheating, I can virtually guarantee it. I would've compared it to more heatsinks, but I never intended to buy a P4 system in the first place (newegg screwed up my order a while back, and I said "what the hell", kept the P4 board and built a system with it), and so the retail hsf and the Thermaltake were the only P4 heatsinks I had. ...
