And about CM, all 90 nm CM got speedstep. Older 130 nm are totally locked though. The Celeron M does not have Speedstep in any form even the 90nm. Well this might not help you much but my 17" Samsung CRT draws 80w, where as my 15" Samsung TFT draws 30w.
I believe the average for 19" screens is around 40w, at least it is for the LG's and Samsung's i've seen.
Your 19" monitor is likely to use between 90-120w.
