C2D does have EIST (speedstep).
It also has alot of undervolting potential, i'm running an E6400 at 1.00V core. the CPU also has features to turn off parts of it during idle. Mine runs very cool...
Don't have equipment to measure power consumption.

i have a GB DS3 and it offers either bios or intel quiet system for fan control. I have it running on the bios setting, use only the CPU header.. works fine, but startup voltage is a bit low to make my 120mm fan start.. (temps are very low, fan is stock case fan..)
haven't tried intel QS yet..

i have the 401LJ in a scythe quiet drive, the qd is mounted on foam, in the 5 1/4" bay of my case with no front bezel (i want a straight air stream over it). I have only a 120mm fan in the back of the case which turns at 500-600 rpm. Idle noise is inaudible as far as i can tell, seeks are muted alot...

i have an E6400 (retail) on a gigabyte DS3. Undervolted to 1.00 V in the bios, no speedstep or OC, i'm running at stock 2.13GHz.
