I somehow remember the top speed is 1600RPM even with the sensor removed. I also tried using a 10kohm trimmer in place of the sensor which worked OK and allowed me to adjust the speed range. Hmmm.... I'll have to take some resistors home from work and test how the Globe acts with different resistors...

interesting to hear about your T-Balancer... Me and my friend both stopped using the T-Balancer after it started to drop sensors and stopping fans randomly. My friend also had an incident where the all the fans had stopped (incl. PSU) while he was at work.

Running a front fan even at low (400-500RPM) speed should help a bit with your HDD and GFX temps. But those temps you gave for your card are quite OK IMO.
