Just did it. HS came off easily, the thermal compound behaving more or less like chewing gum. The residue was scraped off with finger nails and wiped clean with acetone. Most pots (if not all) are adjustable between zero ohms and the stated maximum resistance. So, a 500 ohm pot goes from zero to 500. Does this controller (the simpler one described at heatsink-guide) vary the speed between starting and max, or is it a simple on-off? It wasn't clear to me from the description.
I posted a nearly identical post in the cooling forum. I have taken off the stock fan, built a duct, and am now cooling the CPU with a rear mounted fan blowing out. Not quite right. The fan draws 68mA at 12V. The pot dissipates far less. The pot at 10ohm, would drop at most 50mW and above 100ohm, would drop at most 200mW. I'll let you know if it doesn't work out.
