You can measure +12V and +5V on a molex connector. It has four cables; yellow, red and two black. Sure, 4GB is not much today. But it depends on what you run. Windows needs more overhead than for example Linux Mint XFCE for sure. On the HTPC I have ~3.5GB available for the system and about 1.15GB used with 10+ tabs in Firefox. Just over 300MB used when I close Firefox.

The PSU takes AC mains in and outputs several DC voltages, +12v and +5v and others. Those are called rails and you can measure them. For example, the ATX specs says that the 12 volt rail should be 12 volts plus or minus 5%. So between 11.4 and 12.6 volts. One way to know if a PSU is failing is to me...

DDR4 is a bit faster than DDR3. DDR3 is a bit faster than DDR2 etc. The motherboard will dictate what kind of RAM you need. Today it's DDR4 for new stuff. Capacity is apart from this. The GPU has little influence on the browsing experience. And 8GB RAM should be fine for many systems as well. Even 4GB for a modest system. I've never had any problems with spin up, but I think most problems of that kind would be solved by just replacing the power adapter with something more powerful.

I have a generic version with both USB2 and eSATA. Only use eSATA on a regular basis. It has served me well over the years. Power is supplied via a DC jack, so any 12V adapter will work. I use a 1.5A adapter that originally came with another external HDD.

Mine looks a lot like this.

Number of cores and top clock frequency will tell you more than TDP I think. It's a jungle. Some 54W TDP CPUs will output less heat than some 35W TDP CPUs for example. Now with the latest generations it seems that the motherboard plays a part as well.

Always seemed like a pointless product to me, given that a D14 or D15/D15S without the fan(s) attached will do the same job. I have run both 2500k and 3770k fanless on a D14 for 3 years+ and I do stuff like folding@home, encoding, Plex Optimizations etc all fine. That's with a fan in the box though...

You could also boot into another OS, like a Linux live session or something. Go to Linux Mint, download the latest iso, write it to an USB-stick using a program like Rufus. Boot from that stick and try Firefox from within Linux.
