I have a Straight Power E9 and it's really quiet, I can never hear it. The Straight Power 10 is supposed to be a little better than that, for only £10 more get the Straight Power.

The fans that come with the Noctua NH-U12P SE2 have a 3-pin connector. Can you control the fan speed when you plug plug them into your mainboard?

I want to build a HTPC with limited cooling height. Space is very limited overall, the only spot to put the radiator and pump are directly above the CPU area.

Measure the fan to find out if it's a standard part.

Lots and lots of plastic. The worst front panel between the Tj08 PS07 and this.

Streaming in HD and playback of full HD content (with 3D) should work, 4K is out. More demanding emulators like Dolphin won't run either.
The system should be ok for the workload you describe, but there is no headroom. If you want more you'll have to replace the MB and CPU.

Please refrain yourself from adding extraneous options to my question. Well, then this discussion will be very short: what you're after doesn't exist.
