I think it's mostly a laptop issue (See all those Macbooks a couple of years ago) and a very few desktop monitors (there's a HP PVA-panel lcd with whining problems).

Honestly I can't understand why the card idles at 49/50°. It should draw some 15w (definitely A FEW watts only) and the fan spins at about 45%. The older 3850 idled at 49/50°, but the fan was shut down.

My 22'' led backlit lcd uses about 14w.
It will be hard to do any better, but something must be done for IPS panels which have better quality but require more power (50-80w).

Why shouldn't I? Especially in 3d mode, you can save a significant amount of watts, as for hd3850. Even in idle you can save some watts, and that's the main goal on such forums (thank godness we're not on hwupgrade here).
BIOS undervolting sounds bad, what a pity.

I can't change the voltage.
Ati tray tools doesn't show any voltage but 0,9 (powerplay 2d) and 1,1 (powerplay 3d).
Any hints?

I can buy a 5670 for 50eur from a guy living 10minutes from home. The more I can save, the better.
Also, idle power consumption is a really important factor, as I'm not the kind of guy playing 24/7, and can lower the res at 1440x900 whenever the horsepower isn't enough at 1680x1050.
