That is one option I am considering. A g31 chip set, probably running a downvolted Q8400. The downside is that everything is moving away from the 775 socket. I just answered to your message.
Prime 95 for CPU + 3Dmark for video and copping a large file from DVD to HDD will give you the worst case power consumption.
I will also like to see the idle power it will also be important.

So the 4 pin to 4 pin cable on the left is supplying ground and 12 volts to both power supplies. So apparently immediately prior to this part of the circuit, the board must step down the incoming 24v power. The 4pin to 4 pin cable on the left are supplying GND and 20V in may case (can be 18 to 28V)...

Not possible with that video card 151 watt is to much for any PicoPSU or similar PSU
you will need a PSU that can deliver minimum 20A on 12V line
If you want to use that video card you will need a good quality 400W ATX PSU
