Also, feel free to contact Arctic about any of their proucts. They'll help, and do it fast. I asked them about RX 480 compatibility days before the launch, and they helped me out even with a diagram of how to best place the heatsinks.

The IGP of intel CPUs is enough for office-stuff, videos, and the like. If you don't plan to play games on it, the performance is OK for that. If you want to add a 3.5", something like the Fractal Design Node 304 might be a much better choice. (It actually has space for 6 HDDs IIRC.) Though that has its own problems.

IF the problem persists, you could also manually set the power/turbo/etc limits in the bios or with intel's own extreme tuning utility. I've had some similar problems with my 4790k, and XTU's actually fiddling with the bios, so the settings will persist on restart.
