If it outputs too many watts for that case you could always lower the maximum multiplier in the BIOS until you reach the maximum speed that the case comfortably supports; assuming the Motherboard has that option.
On top of that under-volt as well will give you more headroom.

For CS6 or CS5.5 you definitely want a nVidia GPU as the performance difference is dramatic. CS5.5 is CUDA only and you want at least a GTS 450.
