500 Euros are enough to buy you a nearly quiet pc. Following kuzzia's advice i'd like to add that's mostly psu, case and cpu cooler that make the difference. You're focusing on just CPU. What about GPU? They often produce more heat and I'm not sure how they'd benefit from exhaust fans (near the CPU). You can savely boot without any case fan turned on or any combination of them. Booting and testing should not take a long time, so no real danger should apply. Booting w/o the cpu cooler fan isn't to recommend.

try booting with the ssd only. if the noise is gone, we should look at the drives, the drive cage and the side panels.

If the noise persist, try cutting of fan by fan and so on until you find the some useful clues where the noise is comming from in the first place.

Afaik the axp is eol. In europe it isn't buyable online. The cooler will not block the pci-e slot on standard itx boards with the cpu socket adjacent to the slot.

For a PC-08 i'd recommend samuel 17, but the Noctua could be worth a try.

If we suspect the noise is coming from turbulence, you should check the airflow and all obstacles inside of the case. Avoiding dead corners, harsh angels and such. Pictures might be a great help. Biggest disadvantage of the fractal version is the back fan: only 92mm instead of 120 in other clones

You can try and swap the fan, if your a DIY guy.

Any other towerstyle cooler hosting a 120mm fan ist suitable. Aim for something like Coolermaster Hyper 212 EVO or larger and be prepared to change the stock fan.
