From what I've read, the ICH9R does support SSU when set to ACHI mode, Well, I did know pretty much every ICHxR (starting with "7", at least) supports SSUp, but I did have the impression that the function needs BIOS support as well, which is more complicated. I assume most motherboard manufacturers...

I can't speak for any other setups, but WD GP drives do support staggered spinup when paired with a controller that supports it as well (all 3ware cards do, IIRC). I would not characterize the 780G is a "great" HTPC chipset. It is good as a general purpose chipset.
