Not sure why/how you think the PSU is "unbalanced". All the 12/5V switch does is flip between the 12V and 5V rails. It is not drawing the "difference 7V" off the positive terminals of the two rails, so regardless of which position the switch is set to, it is only drawing on one or the other of the 2...

Easy enough to do -- the 5 & 12V lines are all there in the PSU, just follow the color coding, do a little soldering. Knowing when to switch... Well, that's a bit more difficult. The simple way -- use common sense. If weather's hot & you're doing heavy duty stuff on the computer, well, got to 12V. T...

Selected models of the Vectra vl420 and e-pc 42 models have low dBA specs, under 30. They are probably fairly quiet. Chec specs at HP on the particular model & config before you buy.
