So isnt it kind of pointless to buy this DC-DC if it will be used with a psu brick that's less than 85% efficient? By overclocking you need more energy for unit of calculation so is not green.
For example at 100% load my Q8400S CPU will use 24W at 2Ghz compared with 86W at 3Ghz
So 12W/Ghz underclocked vs 28W/Ghz overclocked this is a big difference.

Certainly true with Atom, the chipset consumes more than Atom. That's about to change with Clarkdale, only one generation behind. Early number are very encouraging. You mention MB power, have you measured and/or seen test. MB power tends to be lumped into some big power envelope and not broken out....

I can not believe they can use a 58W TDP with passive cooling. It will probably need very good air circulation and then is no benefit (not silent).
I think you can really call a video card passive if is less than 20W TDP.
