I have a 400W SmartPower, and the thing never spins down. Even after ducting the PSU to give it cool air, the fan still spun very fast. I eventually put a Zalman FanMate on the PSU fan, because the thermal sensor seemed unresponsive; within 5 minutes of power-on, the fan was always going full-speed.
