The Anandtech report is useful. They tested against both Ion and the new Intel Atom chipset. Each has its advantages. The new Atom wins on low power, and the Ion/Atom and AMD swap wins depending on the apps.

Asrock G965M-S, a very cheap board, has complete voltage control (though inaccurate) and limited fan control (about three settings IIRC) if that's any help. I was quite surprised to find extensive controls in the bios in such a cheap board.

Run the hdd manufacturer's test utility. Download (free) and burn the Ultimate Boot CD. It has all of them and many more free diagnostic utilities. Seagate's Seatools will test many other manufacturers' drives if the proper one doesn't run.

I don't have familiarity with recent AMD overclocking, but in the Intel world the memory speed or memory divider is usually turned back if overclocking because increasing the fsb for overclocking will in turn increase the memory spee...

Did you notice the Minus? -12V is a signalling voltage. It does not power the cpu or any other major components.

Why not try loosening ram timings? What have you got to lose but a little time? Your default is 9-9-9-24? Try 10-10-10-28. Loosening the ram timings from 4-4-4-12 to 5-5-5-15-40-5-3 worked. It's now at 276/2207 and passes Memtest and the cpu stress test on UBCD. After that I took the cpu voltage off Auto and worked it down, each time running the stress test. I don't think the PCIE lock is the only bios control that does...

One setting I don't completely understand, and the manual provides no explanation is Overclock Mode:
The default value is [Auto]. Configuration options: [Auto], [CPU, PCIE, Sync.], [CPU, PCIE, Async.], and [Optimized].
As noted above I have it on [CPU, PCIE, Async.]
