Most PSUs will turn on with the paperclip trick.
However, some (older) PSUs required some load (1-2A) on 5V rail, or the regulation of 12V rail was off, especially when loading the 12V rail heavily (more than 3A).

Well, I did measure the rotor lock currents for the Nexus few months back. This was with a $20 multimeter, so the results might not be accurate.
I got 105 mA with 12,7 V, which adds up to 1,33 W.
