I have four 500GB Seagate 7200.10 ES drives in RAID in a P182. There is a faint seek noise with it on the desk top a foot or so away but under the desk they are inaudible. The ES seem much quieter than the desktop AS drives.

I still have the stock cooler on my 4870. I discovered the only way to be sure the fan speed changes took effect was to hit "Test Your Settings" and then after they finish "Apply" and Ok.

Alternatively you can edit the Profile.xml file and set the speed manually.

I remember seeing (I forget where now) someone took two 27" screens out of the factory cases, mounted them edge to edge in a custom cabinet so the intersection was just a thin line and used a Matrox TH2GO to get a 54" (3840x1200).

I'll post the link if I can find it again. It was quite impressive.

Yes part of the problem with the ATI's heat reports is the default factory fan speed profile. My 4870 running with stock cooler and factory settings was idling at about 75-80C which I thought was rather ridiculous. The factory default idle fan speed was only 20% of full speed. RAID is not really about boosting performance. It's about providing redundancy in the storage subsystem to help protect data against hardware failure. I have 3 HD's there and no fan, they're all under 45C (idle).
From most HD specs I've seen they should be kept under 45C even at load if you expect any longevity from the drives.

Probably won't make a lot of difference, but I'd remove the empty drive tray from the upper chamber if you don't plan on using it. It just impedes airflow as it is.

As xan_user said, you could always turn the supply upside down. If you really want a PSU with just exhaust then I can recommend PC Power & Cooling, though they are a bit louder than is the norm for SPCR.

One for the actual card, one for the heatsink (occupying the slot the OEM cooler occupied) and one for the fans.

Yes it can show that high. Real Temp is a bit more accurate than Core Temp. The sensors in the CPU are most accurate the closer you get to Tj Max so they are really at best just an estimate to go by in their lower ranges. 70C is where the internal limiter starts to cut back if you have speedstep enabled in bios so if those are your full load temps I'd say you were pretty safe.
