Yes part of the problem with the ATI's heat reports is the default factory fan speed profile. My 4870 running with stock cooler and factory settings was idling at about 75-80C which I thought was rather ridiculous. The factory default idle fan speed was only 20% of full speed. Yes it can show that high. Real Temp is a bit more accurate than Core Temp. The sensors in the CPU are most accurate the closer you get to Tj Max so they are really at best just an estimate to go by in their lower ranges. 70C is where the internal limiter starts to cut back if you have speedstep enabled in bios so if those are your full load temps I'd say you were pretty safe.
