I'm using the crucial ballistix and it works great! It can easily do CL2-2-2-5 at PC3200. All PC4000 can do slower clocks with better timings. However, the memory does get pretty hot sometimes, hotter than BH-5.

No need for speculation. Passive cooling via peltier has already been shown to work well, especially with low-power CPUs like the 90nm Athlons (overclocked=55W). Antec Smartpower 2 also seems like a good option. I notice that they also sell the Antec Phantom. If you have a lot of money, Phantoms are amazing. I use one, and its dead silent and very powerful at the same time.

it's a closed system so none of this matters. you don't even need a res as mentioned above. however, water can evaporate slowly through the tubing, so a small res is a good thing.

I'm just judging by SPCR ratings. They gave the Enermax a 6 in terms of noise while the Seasonic S12 gets an 8.

If Romania doesn't have popular SPCR supplies, what about the Tagan and Epower stuff? I heard good things about them.

The Akasa Paxpower I cannot recommend since its max efficiency is only 75% which is poor. Their claims of 18dBA is very difficult to beleive due to this fact. The biggest reason you should avoid this PSU is because its 12V rail is 11.65V at idle, and around the same for load but maybe even lower. Th...

I like Cooler Master's idea of running the Zalman 9500Cu "passive" with a nearby 120mm Nexus fan, with ducts to direct air. How would this compare to the Sythe Ninja "passive"?

SPCR reviewed a bunch of 2.5" drives. They indeed smoke the 3.5" ones, but are still loud. If you put your ear next to one, they still sound like helicopters. But they don't get hot so you can muffle them in thick foam and double muffle them in thick lead or uranium.

How does this compare to S12 under 150W? S12's are really loud if you put your head inside your computer and listen, so hopefully this provides a cheap alternative that is more silent. I modded a Nexus into a Super Tornado once and got that low-20's dBA down to 17-18dBA. waiting for review.
