I can't find exact specs on that chip, but from comparing it to similar models, I can say it'll use less than 15 watts, and probably more like 10, at full load. At idle, I doubt it'll make any difference to your power draw or system cooling.

Thermalright sells a backplate that allows you to convert almost any push-pin heatsink to bolt-through. I think the Scythe Ninja is a pretty good choice, but so are some of the things you mentioned. Just don't limit yourself because of pushpins, as they can be changed.
