Yeah, in general only Alpha heatsinks perform better by having the fan sucking air off the heatsink. Apparently its due to the flange around the top of the HS.

They possibly meant feel the heat of the HS itself rather than the air being blown by the fan.

It'll be fine, my voltages are all about 10% over as well.

What about using a copper shim for the bit that goes around the core? They're only about £3 and would be absolutely perfect for this. Yeah, tell me about it! I cant believe you can get panaflos for 3$, panaflos are about £12 and papst about £15 in the UK.
