I've used several 92mm Nexus fans and they all start consistently at 5v, although you may find their noise level acceptable at a significantly higher voltage. The 80mm and 120mm fans seem to need a little more voltage to get started, but running them at 6-7v isn't a problem.

Making the side panel fan an exhaust would seem like a very bad idea to me. Having it blow cool air directly onto the motherboard seems much more efficient.
